Respected Prof. Dr Parvinder Singh, Vice-Chancellor at Rayat Bahra University, Mohali and formerly controller of examinations, Punjab University, Chandigarh, has a ubiquitous experience of 34 years in the education sector, including a glorious 26 years of teaching experience. He completed his PhD. – Chemistry in Ultrasonic Velocity Studies of Cu(I) and completed his L.L.B. (Professional) first division from Punjab University, Chandigarh.

He has been a Controller of Examinations for seven-plus years and a registrar (examinations) for 12 years. He coordinated many National & States exams, such as Indian Administrative Services, Banking Services Recruitment Board, Intelligence Bureau, National Defence Academy, Combined Defence Services Examination-UPSC Railways etc.

He is also a connoisseur of numerous prestigious awards, such as Australia's North-East Asia fellowship for a PhD. Course in 1995, U.T. Merit scholarship in 1983 for B.Sc.(Hons.) and M.Sc.(Hons.) Punjab University, Award of honour All India Council of Principals (A.I.C.P.), Global Excellence Teacher Award (GETA) 2020 etc.

 Prof. Dr Parvinder Singh is also a convener of many International and National Conferences, Seminars and workshops for faculty members, Principals and students on education and exam reforms. Furthermore, he has published research papers in International and National Journals of Chemistry and authored books on chemistry at undergraduate levels for various Indian universities. In addition, He has presented and published many articles on chemical education. Some of them were published in Plenum Press, New York – U.S.A. When he joined the centre of excellence under the government of India in January 2013, he initiated and executed examination reforms such as VPN access, An online facility for Punjab University, Re-evaluation forms, provisional degree programmes etc.

Prof. Singh also successfully introduced the semester system at the undergraduate level. In addition, He acted as chairman and member of various University Standing Committees constituted by Vice-Chancellor significantly- Regulation Committee, College development committee, Centre purchase, Fee, Semester standing committees, C.B.C.S. etc. Recently he was an integral part of launching the examiners' online portal for college and university teachers. 

As a Vice-Chancellor, He accomplished many remarkable feats such as the academic audit of 30 departments as an I.Q.A.C. team performance, About 10 global MoUs signed for student's International internships and faculty exchange programmes, and Academic-Industry0. linkage developed and strengthened by involving M.N.C.s, Enterprenauers Incubation centres etc. He played an impressive part in boosting academic excellence by bringing qualitative changes, Reframing syllabi in all the universities. Further, He organized and chaired expert talks delivered by eminent scholars, Peer educationists and social reformers on recent developments in their respective fields. In addition, He has organized and been a part of countless workshops, webinars and symposiums, uniting education thought leaders in events like the Vice-Chancellors Round Table meet by Microsoft, Perspective reforms and Initiatives required for Inter-Nationalisation Higher Education, Digital Leadership etc.
